Operative words
this Public Health Order requiring, in the absence of an approved vaccine for children under the age of [12, face coverings in schools and child care settings]... 3. Counties may opt-out of the application and enforcement of this Order in accordance with the opt-out provisions set forth below at the end of this Order.... This Order shall take effect on Monday, August 23, 2021, at 12:01 AM and shall remain in effect until [amended or rescinded]... a County within TCHD's jurisdiction may, by written resolution of its governing body, opt-out of the application and enforcement of this Order by September 1, 2021...
