State motor-vehicle offices, secretaries of state and recorders

State departments and divisions of motor vehicles (DMV, BMV, RMV, MVA, MVD, MVC), secretaries of state and their business-services, notary and election divisions, county recorders, registers of deeds and county clerks, and the emergency remote-notarization instruments (executive orders and statutes) of 2020-2021, in all fifty States and the District of Columbia, as they reached employers' title, registration, licensing, recording, corporate-filing, notarization and public-records functions.

Summary

The motor-vehicle, secretary-of-state, recorder and notarial layer of the 2020-2021 orders is a layer of governmental authorities that limited commerce directly: every vehicle sale, every mortgage, every deed, every corporate filing and every notarized instrument in the United States passes through one of these offices, and between March 16 and March 27, 2020 nearly every one of them closed its doors to the public, cancelled its appointments, or moved to mail and online service by order of a governor, a legislature, a commissioner or the office itself. 2020 Q2: the closures were national. Illinois' Secretary of State closed all Driver Services facilities on March 17 (IL-055); Pennsylvania's PennDOT closed every driver and photo license center on March 16 (PA-102); New Jersey's MVC closed 'all... agencies, road testing, and inspection facilities' to the public from March 16 (AGY-ST-DMV-SOS-RECORDERS-019; NJ-107); Michigan's Secretary of State branches closed March 24 (MI-012); Indiana's BMV branches closed from March 24 under the Governor's closure of all State offices to in-person activity (AGY-ST-DMV-SOS-RECORDERS-002); Ohio's deputy registrars closed March 18 to May 26 (OH-060); Minnesota's exam stations and agent offices closed to May 4 (MN-056); Connecticut's branches closed under EO 7C (CT-003, CT-062); Nevada's DMV closed March 16 (NV-006); California's 169 field offices closed March 27 and reopened in two steps on May 8 and June 11 (AGY-ST-DMV-SOS-RECORDERS-015); Vermont suspended in-person transactions March 19 (VT-006); the District's DMV went appointment-only (DC-082). The authorities were 'appropriate' in the statutory sense because each held the statutory power over the very transaction it limited: the governor's emergency-powers statute over the deadlines and the personal-appearance rules, the legislature over the notarial and motor-vehicle codes, the commissioner over the offices, the recorder and clerk over the land records.

This cluster holds 27 binding instruments and 34 context records. A binding instrument is an order, rule, emergency amendment, license condition or administrative order with the force of law. A context record is a guidance document, an announcement, an enforcement summary or a data release that explains what the binding instruments did and how the regulator applied them.
