Function by function

Each of the ten functions of this industry was reached by orders in each of the six quarters, and for each the compelled modification is stated in the orders' own terms. The instruments for each function and quarter are listed in the footnotes.

OF, office premises

In 2020 Q2 the offices were closed or ordered to zero in-person staff; in 2020 Q3 they were reopened at one-third to fifty percent under telework mandates; in 2020 Q4 they were re-closed or re-capped at ten to fifty percent and, in Michigan, Oregon and California, placed under occupational-safety rules; in 2021 Q1 and Q2 the caps and mandates ran to their stepped expiry between April 4 and June 30, 2021 while the workplace standards continued; in 2021 Q3 every New York office adopted and activated an exposure-prevention plan and every California, Virginia, Oregon and Washington office operated under a workplace standard.125 The operation of the office was partially suspended in every quarter from the second quarter of 2020 through the third quarter of 2021 because of those closure, capacity, telework, workplace-standard and face-covering orders.

CS, customer meetings and site visits

The orders that closed or confined the industry's customers' premises in every quarter, the interstate traveler quarantines, the federal customer-site orders, the health-care customer vaccination orders of 2021 Q3, Washington's contractor vaccination proclamation and the Department of Transportation's contractor directive reached this function.126 The operation of customer meetings and site visits was partially suspended in every quarter because of the customer-premises closures and caps, the traveler quarantines and the federal customer-site orders, and in the third quarter of 2021 because of the attestation, testing and vaccination conditions on on-site work at federal, health-care and State-agency customers.

CT, courts, agencies, recorders and notaries

Every State's judicial emergency, closure, filing-suspension, jury-suspension and remote-proceeding orders, the federal courts' orders, the agencies' closures, the recorders' counter closures and the emergency notarial regimes reached this function.127 The operation of court, agency, recorder and notarial work was partially suspended in every quarter because the venues in which it is performed were closed, converted to remote form, restricted in access or capped by order.

EV, conferences and events

Gathering prohibitions and caps in every State in 2020, Nevada's prohibition of conventions, the winter gathering limits, the venue closures of the metros and, in 2021 Q3, the proof-of-vaccination and face-covering conditions on indoor venues in New York City, New Orleans, San Francisco and the other metros reached this function.128 The operation of conferences, seminars, pitches and events was partially suspended in every quarter: prohibited in 2020 Q2, capped through 2020 and the winter of 2020-21, capped by the spring 2021 orders to their expiry, and conditioned on vaccination or testing and on the venues' face-covering and exposure-control requirements in the largest metros in 2021 Q3.

PJ, projects dependent on customers' operations

The construction, retail, hospitality, manufacturing, school and health-care closure and capacity orders of every State and metro, the recorder and court closures that halted closings and litigation, and, in 2021 Q3, the health-care, school and government customer orders reached this function.129 The operation of customer-dependent projects was partially suspended in every quarter because the sites, plants, stores, schools, hospitals and agencies on which the projects depended were closed, capped or conditioned by order.

DC, data centers, installations and field work

The essential-workforce designations that permitted staffed facilities only under the exposure controls of distancing, screening and face coverings, the stay-at-home and travel orders that confined field work, the customer-site closures that barred installations, and the workplace standards and indoor face-covering orders of 2020 Q4 through 2021 Q3 reached this function.130 The operation of data centers, installations and field work was partially suspended in every quarter because the facilities operated under compelled conditions, the installations were barred at closed customer sites and the field work was confined.

BD, business development and federal contracting

OMB Memoranda M-20-13, M-20-16 and M-20-23, Executive Order 13991 and M-21-15's twenty-five-percent cap, the Task Force principles and attestation of July 29, 2021, Executive Order 14042 with the contractor guidance and OMB determination, the Department of Transportation's directive, Washington's Proclamation 21-14 and Texas's Open Meetings Act suspension reached this function.131 The operation of business development and public contracting was partially suspended in every quarter because the agencies that buy the industry's services were on maximum telework from March 17, 2020, capped at twenty-five percent occupancy from January 24 to June 10, 2021, placed under the occupational-health controls of Executive Order 13991 from January 20, 2021, and, from July 29, 2021, conditioned on attestation or testing of every onsite contractor, with the clause requiring vaccination of every covered contractor workforce ordered September 9, 2021 for compliance by December 8, 2021.

HR, hiring, licensing and visas

The bar-examination orders of the State supreme courts and the D.C. Court of Appeals, the CPA, engineering and architecture examination suspensions, the licensing waivers, the consular suspension, Proclamations 10014, 10052, 10054, 10131 and 10043, the USCIS closure, the Form I-9 deferral and the motor-vehicle office closures reached this function.132 The operation of hiring, licensing and visa sponsorship was partially suspended in every quarter because the examinations on which licensure depends were cancelled, postponed or converted, the entry of the industry's foreign specialists was suspended for nine months and its consular pipeline for the whole period.

WF, workforce availability

The stay-at-home orders of 2020 Q2, the school closures of the spring of 2020, the FFCRA mandate and rule, the State paid-leave mandates, the quarantine orders, the transit and conveyance orders with their airborne-transmission controls, and the school face-covering, quarantine and staff-vaccination orders of the autumn of 2021, the airborne-transmission and exclusion controls on the workforce's children's schools, reached this function.133 The operation of the workforce was partially suspended in every quarter because the orders confined it, closed its children's schools, compelled paid leave for its quarantines, reduced its commute and placed it under the conveyance orders' airborne-transmission controls of face coverings and boarding refusal, and in the third quarter of 2021 placed its children's schools under face-covering and quarantine orders, airborne-transmission and exclusion controls that removed exposed children and their parents from the office.

CB, the customer base

Every order catalogued in the industry analyses of this site for the industries this industry serves, and the federal and State orders on governmental customers listed under BD, reached this function.134 The operation of the industry's customer base was partially suspended in every quarter because every customer industry was under orders limiting its commerce, and the legal, accounting, consulting, engineering, advertising and information work that follows customer activity was delayed, interrupted or terminated with it.
